Dear Firends,
I would like to briefly update you the most recent news about HUST (from
what we can get). It seems unlikely that HUST will merge with Wuhan U.
What is certain is that only one university will be given ZHONG DIAN
support and it is likely the New Wuhan U, taking into Ce Hui U and
Hydrolic and Power Ins. (sorry for the unofficial names, but hope you
know what I mean). This is suppose to be the idea of some leader (above
the ministry of education). The logic for the change of heart from
supporting two universities to one is said to be that it is only
appropriate to support two universities in Beijing and Shanghai.
We have received words from HUST (General Alumni Association) that we,
the alumni, should not do anything. HUST will wait and follow the decision
by the central government.
A few of us in Hong Kong will still prepare a letter to be sent to the
central leadership to express our view, and we hope to get your support.

Some of you may not have received my ealier emails or may not be clear
of the background. I will briefly outline the chain of events leading
to the current state.
First, the central government identified 9 universities as Key
Universities for strong financial support (Tsing Hua, Beijing, Shanghai
Jiaotong, Fudan, Zhejiang, Nanjing, Xi'an Jiaotong, Ha Gong Da,
Zhong Ke Da). One more was suppose to be selected. Tian Da and Nan Kai
were to merge to become the #10. There was also plan to merge Wuhan U
and HUST to win the #10 spot, but that did not work out last year. The
lastest news is that there will be no #10 (but you never know what will
happen tomorrow with the government).
Last October, it was suddenly annuounced that 21 universities will be
given Vice Ministerial Rank (one little known university in Xi'an was
also officially Vice Ministerial rank because its president is a
provincial vice governor). HUST was not included (there was a very
strong psychological impact to HUST and many similar universities).
Minister of Education was very sympthetical to HUST and promised that
the 22th Vice-Ministerial Univ will be HUST.
Things got better close to the end of 1999. According to official source,
both the ministry of education and Hubei government agree to support
two universities in Wuhan. Wuhan U will merge two other universities
(as mentioned above) and HUST will merge with Tong Ji Medical University
and Zhong Nan Finance University. This was considered an idea plan for
HUST. 21 Jan., HUST's plan was changed to HUST, Tong Ji Medical, and
Urban Construction Institute. One day after this revised plan was
annuounced at HUST officially (to the middle administrations), the
provincial government's work report was revised (support only one
university). This sudden change sent shock waves to HUST and it seemed
that the leadership has been in some kind of disarray state.
